Built where research meets delivery
Conselara was founded in 2014 by health IT professionals who had spent years at the intersection of federal health research and technology delivery. We saw agencies investing heavily in health IT while the systems often did not reflect what the research behind them required. The gap was not technical. It was a matter of understanding.
We built Conselara around that understanding. Today our team brings together federally funded health research management, cloud and AI engineering, digital health interoperability, and stakeholder adoption. We work as a prime, a subcontractor, and a teaming partner, and we treat clients and collaborators as long-term relationships, not one-time engagements.
We are a minority-owned small business in Bethesda, Maryland, with a GSA Multiple Award Schedule and active contracts across the federal health enterprise. We are small enough to be responsive and experienced enough that the people who win the work are the people who do it.

Where our experience runs deepest
Health research experience. Our team has managed federally funded health research and worked with principal investigators, so we understand the science the systems are meant to serve.
Production AI delivery. We run applied AI on live AHRQ and ONC programs, and we have built and benchmarked on-premises LLM infrastructure in our own R&D to prove out secure, data-sovereign AI for federal use.
Collaborative delivery. We have a track record on both sides of the prime-subcontractor relationship, growing our ONC role from subcontractor to prime contractor on the $4.6M HealthIT.gov Web Hosting BPA.

Works at the intersection of health research, policy, and technology, translating federally funded research into content and programs people can use. Experience spans HHS agencies, the VA, and DoD, with Harvard Medical School training in digital transformation and AI in health care.
10+ years in AWS and Linux engineering across systems operations and compliance, supporting federal health IT programs at HHS.
20+ years in healthcare and scientific writing with an active Secret (DoD) clearance. Makes complex health IT programs clear to the people who need to act on them.
14 years building and modernizing federal web platforms, with deep Drupal (Acquia Certified Drupal 10), AWS, and CI/CD experience, including major platform migrations for federal agencies.
